Applecare lost and theft

My sister got new iPhone 14 pro max from Germany with applecare+ theft and lost. She lost her phone in Dubai on UAE visit. I want to ask she can claim applecare Theft and lost? To what extent applecare theft and lost compensate?

Stolen Phone Got my phone stolen in Europe. Have someone whose arriving tomorrow bring me a phone they purchased. Will my Applecare cover the new cost of the phone when i get home?
