Can the Apple Watch SE used in stand alone family mode also be paired on the users phone in Bluetooth to send and receive texts from their number?

Apple Watch sync on non-cellular phone? My teen daughter only has wi fi on her phone. We want to add cellular data to her watch only, but it looks like the iPhone paired with cellular watch also has to be on cellular. No. It’s either standalone with its own number, or it’s paired to an iphone to use the phones number. Not both.
