Can two apple watches be paired so that a message can be sent directly from one watch to another? I am thinking of an emergency situation where one wearer can send a help message to the other watch. Easily done, like one or two taps. thanks

This is confusing for me to explain but let me try...
As far as 'pairing' goes, a watch can only pair to a phone. A watch can only be paired to one phone. A phone can have more than one watch paired to it.
Your two watches would need to message each other which means that one of the watches would need Cellular capabilities and the other watch just needs it's paired iPhone within proximity of the phone.
