Do you have Safari opening in Full Screen mode where the menubar also disappears? If so, then move the mouse pointer to the top of the screen so that the menubar reappears and click the green circle which will take Safari out of Full Screen mode. If you just want to maximize the Safari window and retain the menubar & dock, then Option-click the green circle so that the app only utilizes the space between the menubar & the dock.
