Photos Syncing on WiFi Low Data Mode

We are having an issue where we have two iPhones that are syncing photos even though both are connected to our hotspot in Low Data Mode. When we open the Photos app, it says that syncing is paused because we are connected to WiFi on Low Data mode. However, our phones end up syncing photos at some point in the day or night. Our WiFi is still showing it’s in Low Data Mode. This photo syncing is using more data than our hotspot allows so we are trying to find a way to pause photo syncing to conserve data.

We considered turning off syncing all together, but we would use even more data downloading all the photos and videos from iCloud.

Is there another way to pause photo syncing to conserve our hotspot data?

I am currently in the same situation with the same issue.

Using a limited data hotspot and have the WiFi network in question set to 'Low Data Mode', which specifically states it will not sync photos.

Sometimes, randomly, my internet will slow to a crawl and it is then that I check the photos app, only to find it syncing photos in the background.

Seems like an incredibly simple piece of functionality that isn't working. Really shameful. This is the kind of issue that will actively cost people money if they don't make a point of continuously checking that their phone isn't doing something it's been told not to do...
