No Preferences in Mail

On my mac, when I'm in Mail, I can go to the top search > Mail and then in the drop down I have preferences. On my husband's mail, he doesn't have the Preferences - it has disappeared. I've tried searching for similar problems but can't find anything. Can anyone help please?

In Ventura the word Preferences has been replaced by Settings. Otherwise, try booting into Safe Mode then restart normally.
