Problem with region

Hello. I could not use App store. I was living in US, so I have set US region for my apple purchases. Now, I live in Europe, but I can not change region to Europe country. The reason is that I have a pending payment on the US debit card. The problem is, that card is no longer active and I can’t pay with my EU cards/Paypal, because address is different. So, I’m not able to pay, because of region and I am not able to change region because of pending payment.
