Try resetting the Screen time Passcode. click here ➡️ If you forgot your Screen Time passcode - Apple Support

If that doesn't work, then you will need to place the iPad in recovery mode and restore it with a computer. Click here ➡️ If you forgot your iPhone passcode - Apple Support
