IPv6 Only - Mac OS 13.1 - Appears to be broken.

I would like to submit a bug report. Occasionally I will disable IPv4 networking on my Mac (my ISP supports IPv6) to run entirely in IPv6 mode. For some reason on the latest Mac OS the system will not ping/resolve any IPv6 addresses unless IPv4 networking is also enabled. In previous Mac OS versions I could easily switch IPv4 to 'Off' with no issue. I confirmed this using an older Macbook and found no issue with disabling IPv4 on my network. I get this error when I attempt to ping the local gateway after disabling v4:


ping6: UDP connect: No route to host
