Problem playing local video files

I have a powerful Windows intel media server and a very speedy LAN. I like to watch my server library of video files on AppleTV 4K, primarily using Plex or VLC.

If I try to watch a 4K movie or sometimes even an hour long show, it plays terribly on Plex or VLC, two titans of playing video files. In some cases, a video will only show a new frame over several seconds. As troubleshooting, I’ve found that if I play these videos on other devices and computers on the network, they play back fine.

I have discovered during troubleshooting that this is a very common complaint on Reddit and other forums. Is this a known issue that may be fixed at some point?

I appreciate it but I’m hoping to get some actual answers on this. Plex is a gigantic community. And VLC is practically an institution, being the video player you can throw just about anything at on any platform. I feel pretty sure that there’s a problem in the OS that needs to be resolved. It’s not like these are two minor or shoddy apps, and the solution is just to abandon all of their amazing features for another specific app, respectfully
