I have had my credit card stolen whenever I use my iphone to buy stuff. Is it infected? Will this problem pass to my new phone if I use transfer wizard or icloud to set up my new iphone SE 2020?

It was online with two different cards; two different sites and then when I signed in to my craigslist account somebody started selling stuff on it. Who does that? Craigslist is free! I am concerned that if I do have a bug in my phone that it may transfer when I set up my new phone.
It is not possible that your phone was hacked or has a bug. But there’s a good chance your Apple ID or email account was hacked. Especially if you use the same password for more than one account. Every account should have its own password, and it should be at least 8 random characters, but 12 or even 20 is much more secure. Do a web search for how to create strong passwords.
Unless you jailbroke your phone it has not been infected. How are you using the credit card from your phone? To buy online, or for contactless payments?
