can't drag and drop or open files in Apple Music

I have tried every fix and process recommended but I cannot drag and drop music files into Music app. I cannot open the files through the Import function under the files menu. I cannot double click the file to open in Apple Music. It appears I cannot add any files any way. The processes always look like they will work but the files never appear in Music or in the iTunes folder and there is never an error message.
