Recently I have been facing a recurring problem, that is apps that I have purchased being randomly downloaded onto my iPad. However, I have checked that "Automatic Downloads" is off as I usually have my iPad on Low Power Mode at all times. The random automatic downloads also only occur when I decide to update my apps manually. Any advice to stop this from happening? Thank you.

To clarify, is the "App Downloads" option under Automatic Downloads disabled under Settings > App Store? There are two sections that feature automatic downloads on that page. The section labeled Cellular Data > Automatic Downloads will only cover downloads on cellular data.
If you're noticing this behavior with updates as well, ensure that App Updates is also toggled off.
