I don’t have a QR code or setup code for my HomePod and I deleted it from my app. My iPhone and iPad can’t find it when I try to add the device. Is there another way to restore?

See the Press the top of HomePod to reset it section of Reset HomePod - Apple Support and follow the steps carefully as given. If needs be delete your existing Home in the Home app in your iPhone and start over from scratch.

How are you trying to add it back? You don’t use the ‘+’, you need to wait for the HomePod to chime that it’s ready to pair and put your iPhone near it. Start by unplugging HomePod until you’re ready, then plug back in and wait for the chime. This may take a moment. The set up screen should appear on the iPhone. Keep the iPad in another room while you do this so it’s not confused on which it’s trying to see. The iPhone needs to be unlocked. Please try again with the set up link I provided above. Follow on screen instructions (on your iPhone). If it’s still not working you will need to Restart your iPhone then try again. Sometimes that’s all it needs.
