Can I connect to a HomePod mini if I don’t have a qr code? I was given one but they can’t find the paperwork

You don’t need a code. Here’s how to set it up: Set up HomePod - Apple Support Ask them if they reset it first to remove their data before giving it to you. If not you can reset it yourself first, then set it up. there’s no activation lock on HomePods like there is with any other used Apple devices
