Apps are never stored in your iCloud Storage.

The little cloud icon next to an app in the App Store means you have purchased/downloaded it before. If you redownload it, you are getting an entirely new copy of it.

If what you're asking is how to delete apps from the Purchased, list, you can't. You can hide them, though:
