Apple Watch Blood Oxygen Not Working Even When Enabled

I just set up an Apple Watch series 7, and everything seems to be working fine except for one problem. The blood oxygen app isn't working. When I open it, it tells me to open my iPhone watch app to set up blood oxygen. My health app already has blood oxygen enabled though, and yet it's still acting as if it is not enabled. I have tried restarting the watch and my iPhone with no changes. I really need this feature so it's important that it gets fixed. Any help would be much appreciated.

UPDATE: After trying pretty much everything, I was finally able to get it to work by force restarting my phone and watch *simulatenously* I force stopped the phone first, then the watch so that the phone was the first thing to turn back on. It worked and Health started communicating properly with my watch after that. Hopefully, this helps someone else dealing with a similar issue!
