Can my kids use a HomePod if they don't have phones?

I want to get a HomePod so that my children can listen to music. They will want to be able to create and listen to playlists. It looks like enabling voice recognition for them requires that they have their own iOS devices — phones or iPads -- which they don't. Is there a way for them to use the HomePod for music if they don't own a device?

The voice recognition features that can link a particular voice to a particular Apple ID and iCloud Music Library require a suitable iOS device. However HomePod also has a default music account for whoever set it up, which can be used by anyone in range of the device. My daughter has an android phone, but she was able to ask for music of her choice while she was here at the weekend because I have an Apple Music account linked to my HomePod.
