Thanks for posting in the Apple Support Communities. We're happy to look into this with you. Looking over iOS update and restore errors - Apple Support we see this error could be linked to outdated macOS. What version of macOS are you working with? What's the iPadOS installed on your iPad?
Is there a message received with the error code you're getting? If so, what is the exact wording? This can help in isolating the cause. Take a look at If you see Error 3194, Error 17, or 'This device isn't eligible for the requested build' on your computer - Apple Support to review additional error codes and messages.
Once we have more information, we'll be happy to continue researching possible solutions.

Hi, Thanks for looking at my post. I am running Ventura 13.0.1 and the iPad is a 11pro 2nd gen running16.1.1. I have also been in touch with apple senior advisors that know of error -3234. I have run the Mac in safe and test user modes but this issue still remains. As of todays Apple call they are asking me to reinstall the OS. If that does fix this issue then engineering will get involved.
I am about to reinstall Ventura. I have no problem doing that but as I told Apple...The root cause of this issue needs to be explored. We will see what happens after the OS is redone.

I have done the OS reinstall, tested on two iPads. All sync issues still exist. I sent the disk image to the Senior advisor. She is back on Tuesday, I asked her to call me then.
I feel the community may benefit from my issue...
I will continue to keep this thread going of my outcome.
