Why is my photo library 3 times bigger on my phone than my MacBook Air??

For some reason I have all iCloud and storage optimization turned on but my phone continues to fill up with a massive photos library. 23gb to be exact. Why then would the same icloud photo library on my computer only be 7gb?? I'm stuck in a constant catch 22 of my photo library not being able to sync with iCloud because there's not enough storage on my phone meanwhile the whole point of me having storage optimization turned on is the create storage on my phone. This all started happening with iOS 16.

Then I would recommend a hard cut and reset your phone to factory settings and clean it.

Before you do this you must write down the names of all apps that are still on your iPhone, that will make it easier to install them later.

Check that all data / photos & videos are synced with iCloud

Check that you have all passwords / that keychain is synced with iCloud

Check if you have apps for two factor authentication on your iPhone and that you have the information to install them agin.

Logout from your iCloud account before you reset the iPhone

Are you using any backup software (Time Machine) on your Mac?

Please remember that a backup will only save the small version of your photos!

It would be good if you have the full-size version of your library on the Mac, then it will be saved with a backup.

I understand that part.

How many GB is free on your iPhone and how many GB is free on your MacBook?

I am asking for the available storage.

Example:

Your iPhone has a 23GB library but has still 20GB free memory available.

Your MacBook has a 8GB library but only 10GB free memory available.

The size of the library will be reduced so that it will fit on your device, if you have more space available it will be bigger.

Oh sorry I thought I made it clear that the storage on my phone is full, that's the whole problem. I was just at 63.5gb of 64gb and I've already culled my apps and messages on 3-4 separate occasions... it seems like as I do this the photo library just grows to take any space I give it. I just deleted more apps that I actually use to create more space to update to 16.1.1 so we'll see but so far I still have 23gb photo library filling 13 of my phone's storage and only 2-3 gb free which as it has gone lately will be eaten by photos in no time... All of this going back to it not making any sense why my Mac photo library is 7gb and I have 166gb free... or at least the Mac makes sense but the iPhone is jacked.
