Were the photos taken with the camera on the iPhone? If not, you'd want to check and see which app created the file and/or where they were originally downloaded.
Also, we recommend checking and seeing which file type the photo is on the original device.

Yes, the photos were taken with the camera on my wife's iPhone. We have used Airdrop many times to transfer photos from her iPhone to her iPad. This problems with the photos showing up on the iPad as .PVT files just started.
We can Airdrop the photos from my wife's iPhone (iPhone 13 Pro) to my iPhone (iPhone X) without a problem. We can then Airdrop the photos from my iPhone to her iPad and they show up on her iPhone as photo files.
Both my wife's iPhone and my iPhone is running IOS 16.1.1. I'm not sure what IOS version her iPad is running.
