Unwanted app on phone ? Maybe?

It seems like something was installed on my iPhone but don’t know what or how it got there. For the past few days there is a blue outline of a rectangle or square that constantly scrolls across my screen regardless of whether I am in an app or email . The shape and size of this rectangle changes to fit the shape of text on the screen. What is it? How do I get rid of it? Thanks
