Dragging files makes Finder windows move around

When I try to drag a file (folder, image, video, anything in icon view) around in a Finder window, it'll often inexplicably move the target window to the very back of whatever windows I have open.

For instance, if I'm moving a file around in a Finder window with a browser window behind it, it'll move the finder window behind the browser window before I 'unclick' to drop the file, forcing me to either hit Esc to cancel or 'drop' it into the browser window.

Sometimes it switches just as I drop the file, causing the file to land in the wrong folder, my desktop, a browser window, or basically anywhere other than where I wanted to drop it.

If I try to drag a folder from one Finder tab to another in the same window, it'll usually flash the target tab for a moment and then, just as I drop the folder, switch back to the source folder, once again causing the dragged item to end up in the wrong place or not move at all.

Is this a bug, or part of some super duper useful setting that I can turn off?

I think that what want to do is change the settings for "Spring-loading", either turning off completely or at least reducing its speed.

Spring-loading lets you open folders while dragging by hovering the cursor over them. It also makes the target window come to the front, the same way.

Go to System Preferences->Accessibility->Pointer Control, and either turn off (uncheck) Spring-loading, or drag the slider to make it slower (takes longer before it activates).
