Pop up on Mac that says 'access to this PC has been blocked for security reasons'

My husband just got a big notice pop up on his Mac Book Air saying that access to his computer has been blocked for security reasons. It says to call Apple Security at *** immediately and to not turn his computer off. Is this an legit. message from Apple?
