Why does IPhone 13pro text tone are so low. Is Apple going to create an update to fix the problem.

Searching the internet there several asking about the same issue that I have. Why can you not increase the text notification volume any louder than a very low sound. Every response says to go to settings and increase the sound. That only works with the ringing for a phone receiving a call but not the text.
