Does not have ‘recently deleted’ tab under edit

The Recently Deleted option is only available in iOS 16 and later. See the following from Delete and recover messages on your iPhone or iPad - Apple Support

In iOS 16, iPadOS 16.1, or later, you can recover conversations and messages you deleted in the Messages app.

Also, an iPhone 7 can be updated to iOS 15.7.1 but not to iOS 16.

Recently Deleted will not appear......unless.....iOS 16 or higher has been installed......and.....one or more messages have been deleted since the installation of iOS 16.

If you are still using an iPhone 7, it cannot be updated to iOS 16.
