Facebook Messenger notification issue

So, for some reason Im not receiving messenger notifications , now it seems to be only when I close the app from my app list, if I leave it open I get notifications, all the relevant settings, notifications in iPhone and in messenger setting have been turned on, I’ve deleted and re-download the app, restarted the phone multiple times, I’ve done abit of testing and I’ve messaged myself from another phone and account, when the app has been closed messages are “sent” and no notification, but when the app is open in the background and screen locked, messages are “delivered” and I get a notification, background refresh is turned on, low power mode turn off, Do not disturb is turned off, I’m lost for ideas atm, anyone else had this issue ?
