Basic screen mirroring should be available to an external TV or connected monitor with iPadOS 16.1. However, Stage Manager support for external monitors is not yet available - this feature being planned for release later this year.
Screen Mirroring does exactly as its name implies; the iPad screen is reproduced on the external display, preserving both the content and aspect ratio of the iPad screen. Unless your monitor “stretches” the image to fill the monitor screen, which may introduce aspect distortion, you will inevitably see black bands to the left and right of the screen - or a black border on all sides.
