It may help to try playing various songs from various types of artists in Apple Music on that device, and see if any of them play at a louder volume than the others, as this may help in isolating the issue.
You may also try resetting the Apple Music app, if you haven't already, as the steps are in the article viewed before posting: Get the Apple Music app on your smart TV, game console, or streaming device - Apple Support
If you reset the Apple Music app on a smart TV, game console, or streaming device that's also signed in to the Apple TV app or Apple TV+ app, then the Apple TV app and Apple TV+ app will also be restored to their original settings.
To reset the Apple Music app:
1. Open the Apple Music app.
2. Go to Settings.
•On your smart TV or streaming device, choose Reset Apple TV and Apple Music.
•On your game console, choose Reset Apple Music.
