My right airpod (3rd gen) is making a quiet, high frequency buzzing sound

My right airpod (3rd gen) is making a quiet, high frequency buzzing sound all the time. This is even when no app audio is running - in fact it is more noticeable when nothing is playing, or during quiet speech etc.

I notice there have been a number of other such questions about this but they do not get answered but referred to a much earlier issue with Airpod pros (1st gen) here, which is not the case: If your AirPods Pro (1st generation) make crackling or static sounds - Apple Support

My airpods have done this from new - they are only a few weeks old. Do I have to return them to the Apple Centre?

I have tried factory resetting them then re-pairing them, but that hasn't helped. The noise is exactly the same.
