All kinds of misc things are showing up here in Ventura—
I would not be so concerned or consider "odd;" it is a new macOS — I would wait and see if upcoming point updates sort out any of these anomalies on the new OS

you can drill down further from your Finder>Go>Go to Folder copy and paste:
/user/bin
you will see a plethora of executables including your "Open."
