I found an AirPods cover with AirPods in, what can I do to find the owner?

That's very nice of you to try to help reunite those lost AirPods! Thanks for doing that. The best thing to do would be to bring them to your local law enforcement agency as they are best equipped to help get them back into the hands of the proper owner.
