Different toolbar features between iPad Pro 11" and iPad Pro 12.9" (no Print)

I am upgrading an iPad Pro 11" to an new 6th generation iPad Pro 12.9" and a 5th generation iPad Pro 12.9" to a 6th generation iPad Pro 12.9" and observing strange differences in the menu options ("More") between an iPad Pro 11" and two iPad Pro 12.9" -- all running the latest Pages 12.2 and even using the same Pages document. The 11" iPad Pro presents the expected features (18 displayed), and the 5th and 6th generation iPad Pro 12.9" iPad Pros do not (a limited 9 features displayed -- critically missing Print)

  • iPad Pro 11" (2nd Generation)
    • iPadOS 15.7.1
    • Pages 12.2
    • More icon (circle with ellipse inside) > [18 features listed] Share, Export, Print, Find, Smart Annotation, Change Tracking, Bookmarks, Document Setup, Presenter Mode, Mail Merge, Set Password, Publish to Apple Books, Guides, Settings, Apple Pencil, Pages Help, What's New in Pages, Send Feedback
  • iPad Pro 12.9" (5th Generation and 6th Generation)
    • iPadOS 16.1
    • Pages 12.2
    • More icon (circle with ellipse inside) > [9 features listed] Find, Smart Annotation, Change Tracking, Presenter Mode, Bookmarks, Mail Merge, Settings, Help, Customize Toolbar
    • I can print from Safari to an AirPrint-compatible printer on this same iPad, so it would not seem to be an issue with the Printer, Wi-Fi, Bluetooth, etc.

iPad Pro, 12.9-inch, 6th Gen, Wi-Fi

Devices using 16.1 have a set of features, including Print, that can be assessed by tapping the document name top left (where the down arrow is).
