There are some limitations. The option to unsend can only happen within 2 minutes of sending a message. You can edit the message up to 5 times in the first 15 minutes of sending the message. Here's a resource that can help explain more: Unsend and edit messages on iPhone - Apple Support
Edit a sent message
1. In Messages, select a conversation with the message you want to edit.
2. Touch and hold the message bubble, then tap Edit.
3. Make any changes, then tapto resend with edits or
to revert.
Note: The message is marked as Edited in the conversation transcript.
If the person you’re messaging is using a device with iOS 16 or later, iPadOS 16 or later, or macOS Ventura, the message bubble is updated to reflect your edits on their device, and both of you can tap Edited to see previous versions of your message.

Assuming you have updated to iOS 16 or 16.1, Recently Deleted will only display messages that have been deleted within approximately the last 30 days. After that, the messages are permanently deleted, so they will not longer appear in Recently Deleted.
If Recently Deleted does not appear, then there are no messages that have been deleted recently.
As a test, delete a message that you no longer need
Wait a few minutes, then check to see if that message appears in Recently Deleted
