My father bought me a cell phone when he went to the united states and he thought he only had to unlock it but when he arrived in the country the phone is on the black list. what can i do to remove it from this list? this happened several months ago and we have not been able to go back to the united states to fix this problem.

A phone is "blacklisted" by a cellular provider typically after that provider is notified by a customer that their phone has been stolen. That provider would then add the phone's IMEI number to the list so that it cannot regain access to any cellular provider's network.

There is no simple way to get the phone de-listed. Basically, you would have to prove that the phone in your possession is legally yours and that somehow it got blacklisted by mistake. You are not very likely to succeed with this process.
