How to unlock blackliat device

I purchase this phone from local seller i pay him but now i can't find him to claim and get my money back or Remove my device from blacklist

how to remove blacklblacklist I purchased an iPhone about a month ago from a person. He assured me that he purchased it from apple but yesterday the mobile got blacklisted by one of the communication companies. I paid a huge amount for this phone but got blacklisted after using for just one month. Is there somewhere or someone to describe this issue to and get help from? I got really confused and feel bad. don’t know what to do.

The message you showed doesn't mention that the device is blacklisted, there is nothing called blacklisted devices at Apple.
