Report this to Apple:

Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.

  1. Go Here: Feedback - iPhone - Apple
  2. Select: "Bug Report" for the "Feedback Type"
  3. Comment: that this all began after installing and update, and how you have troubleshot it this far. Include the URL of this thread.
  4. Proceed from there aw necessary

For reference...

Troubleshooting iPhone Mail:

A. New App Password:

Being this is a new device, note that you would need a new App Password, being that Mail is a third party app. You cannot log in using your eMail address password. As an example, go here for gmail: Sign in Using App Passwords - Gmail Help - Google Support

B. How Many eMails?:

Note that if you have thousands of eMails, that it will take some time for it all to sync. So, you'd just have to wait it out.
