We ask this as a new user doesn't have data or custom changed settings, which can help isolate if the issue is happening in multiple users in Safari or if there might be an issue with a specific user on your Mac. - On your Mac, choose Apple menu
> System Settings, then click Users & Groups
in the sidebar. (You may need to scroll down.) - Click the Add Account button below the list of users on the right (you may be asked to enter your password.)
- Click the New Account pop-up menu, then choose a type of user."

If the issue happens in both your user and a new user, then you could backup your Mac and then reinstall macOS:
"Intel processor
Turn on your Mac and immediately press and hold Command (⌘)-R until you see an Apple logo or other image."
