Safari Delete Options Not Working Properly

Operating System: Ventura 13.0

Safari: Version 16.1

Safari Settings > General > Remove History Items = "After One Day"

Safari fails to delete the history under two scenarios:

1) Using the Safari menu > History > Clear History > "All History"

Only the current day's history is deleted. Previous days history are retained.

2) The Safari Settings > General > Remove History Items = "After One Day" fails to delete anything.

The only method to delete "All History" appears to be to delete the "History*" files at "/Users/..../Library/Safari/History.db*"

This appears to be a bug and has existed in Safari for several versions. It has been carried over to the new Safari version and operating system.

Is there something that should be set differently or a different recommended procedure?
