In all my previous iPhones, the spotlight search bar comes at the top as soon as i swipe down the home screen
in my iPhone-13, spotlight search bar appears at the bottom. I don’t like this. How to bring it back to the top ?

my question was more on how to bring thr search bar on top of the screen (like how it was in older OS versions) after i swipe down and do a spotlight search
You can't change that. You can let Apple know your thoughts on the matter here:

To remove the Search function from the bottom of the Home Screen just go to Settings > Home Screen, and turn off Show on Home Screen.
