Apple Configurator 2 Issue

I keep getting the following error: n underlying service (ACUInternetServiceContext) unexpectedly quit. [ConfigurationUtilityKit.error – 0x68 (104)]

I updated to Ventura 13.0 and it still won't work.

iPad Pro, 12.9-inch, 6th Gen, Wi-Fi

Downloads fail - network error , Ventura updates - network connection lost Downloads consistently fail, with error network failed. In upgrade for Ventura , says network connection lost. Surfacing the web requires click on link, multiple times before page will load. Any ideas this started the the upgrade to Ventura?
