Preview Export now requires a password?

Why does exporting a document from Preview require a password (that I didn't set) when I open it again? Which means it's unusable because there is no actual password.

It’s a bug in preview. A PDF file that has any restrictions set will be locked as soon as you make any change, even if that change is explicitly allowed in said permissions. The only solution is to use some other PDF tool for these files.

It could be fixed in Ventura. I haven’t tried to reproduce this bug in Ventura.
