When I annotate a password protected pdf using Preview 11.0 (1033.4) and then save the file and exit, the document cannot be opened with the original password.
The same action works perfectly in PDF Expert.
Bug or am I doing something wrong?

If that's the case, Preview should remove Annotate from it's Tools menu or advise that they don't work on encrypted/password protected pdfs.

PDF Expert is a PDF Editor and Preview is not. That is the difference.
