Ventura on M1 Mac Mini - USB C no longer works at all

I upgraded to Ventura on my M1 Mac mini earlier today. Since upgrading it appears that both USB C ports on the rear of the mini do not function at all. I have tried multiple different combinations of devices and cables and none so far have worked.

In addition the menu item "Allow accessories to connect" which should be present in the security settings does not appear at all. I can see it is present on my M1 macbook air which I also upgraded today.

Can anyone suggest a way to get the USB C ports re-enabled, or does this look like a hardware fault which was triggered by the upgrade?

Mac mini, macOS 13.0
