Notes deleted after iCloud syncing

I had notes stored locally on my iPad. When I logged out of my apple id, I chose "keep a copy" of the local files because I didn't want the notes on iCloud. However, it somehow switched on iCloud sync when I log back in and replaced all the local notes with those on iCloud. Is there anyway I can recover them?

I don't have any device backup and the "recently deleted" tab is empty.
