My phone has been making phone calls that show up as incoming calls on both my phone and my contacts phone. If I answer the phone before they pick up, the phone will ring. It’s only been coworkers that I’ve been in the same room as with the exception of one call one time, and it stopped for a little bit and does not slow down or stop with resetting or restarting.

Proximity sensors used in iPhones are optical sensors. To give an example, I suppose you've noticed that whenever you answer a call and put it to your ear, the screen goes off. This is to prevent accidental touches while on calls. It also serves other purposes but is majorly used to disable the screen while on calls.
That has nothing to do with my question. My phone is making random phone calls, I’m not making the phone calls.
