Need help forcing software update on iPhone7

My iPhone 7 is behind on software updates (it’s at 15.7, yet when I tryna check for the current updates—to 16.0 to be caught up/up to date—as soon the page is done refreshing the mssg says, “UP TO DATE 15.7”. How do I force my phone to continue updating?
