Can you give us some examples of what app or apps are doing this?
Apps that are iPhone ONLY apps, installed on iPad, will not open full screen because they were not designed to use with iPad, but will still function on iPad.
Some video content may not play full screen because of the differing screen size ratios of the iPad, as well as the differing screen size ratio of the video content.
