iMac - WiFi won't turn on

iMac (21.5-inch, 2017

Big Sur 11.7

School lab computer

WiFi won't turn on. I have tried:

Restarting
Reset PRAM
Safe Mode
Restarting macOS networking (AirPort) using Terminal
Deleting preference files
Deleting and re-adding Wi-Fi service

I'm assuming hardware problem, even though the AirPort shows up in System Report. What am I missing?

I am assuming clicking the Turn Wi-Fi On button does nothing.

By any chance are there any Profiles installed on that Mac? Click the System Preferences window and return to its main screen. Determine if an icon resembling the following is present:
