Wrong keyboard at login, still

I know this question has been asked before, in 2020, and that thread has been closed, otherwise I would revive it, but the problem still persists.

I have US English and German keyboards installed...my Region is set to Germany, as I currently live in Berlin, but my macOS language and keyboard are set to US English.

Even though "US" shows on the login screen, top-right, the "z" in my password is interpreted as a Y, as those two letters are reversed on the German keyboard (QWERTZ instead of QWERTY).

Since the additional step of having to replace that letter every time I log in is kinda cumbersome/unnecessary, is there some way to force the correct keyboard during login by now, 2 years later, automatically, on Monterey 12.6, Mac Mini M1?

Two things that may be worth a try:

a) restart min Safe Mode. On the one hand it is worth checking if the issue persists in Safe Mode or not; on the other hand, sometimes just the restarting in Safe Mode and then restarting normally again can help with issues.

b) add or remove keyboard layouts in System Preferences->Keyboard->Input Sources. Again maybe this “jolts” things into place.

Thanks guys, but rather than to keep futzing around, I set the Mac Mini to log in automatically, since it's part of my own home-studio network, and nobody else has access to it...that solved the issue for me.

Since I also use Luna Display on it, this has the added advantage that after a reboot, its display comes up on my MacBook Air's external display, the LG5K, which I've loved using for so many years, automatically, without first having to screen-share from my MBA, to then log in, to then start Luna Display.

Pretty sweet solution to remote control the Mac Mini from another computer with *much* less latency than using Apple's screen-sharing.

I don't know why this is happening.

Are you saying you have this box checked (in System Preferences->Users & Groups->Login Options):

that the US keyboard appears selected, and yet the keyboard responds as if the German layout was selected?

What happens if you, right there at the login window, click to change the keyboard layout? Perhaps it may jolt things into place?
